Governance

In a Nigerian College of Health Science and Technology (COHESCAT), the organizational structure is designed to satisfy both academic excellence and the strict regulatory requirements of various professional health boards.

The structure is typically divided into three main arms: GovernanceAdministration, and Academics.

01. Governance

The Policy Makers

The Visitor/Proprietor: (In private colleges like Havilah, this is the owner or board of directors; in public colleges, it is the State Governor).

Governing Council / Board of Trustees: The highest decision-making body responsible for policy formulation, financial oversight, and long-term planning.

The Chairman of the Council: Heads the Governing Council.

02. Principal Officers

The Management Team

The Provost: The Chief Academic and Executive Officer. Responsible for the day-to-day running of the college and maintaining academic standards.

The Registrar: The Chief Administrative Officer. Manages student records, admissions, council matters, and general administration.

The Bursar: The Chief Financial Officer. Manages the college’s accounts, budget, and fees collection.

The College Librarian: Responsible for the acquisition and management of medical journals, books, and e-library resources.

03. Academic Structure

Schools and Departments

The college is usually divided into Schools (headed by Deans) and Departments (headed by HODs)

School of Community Health: (ND Community Health, CHEW, JCHEW).

School of Medical Laboratory Science: (MLT, Phlebotomy).

School of Pharmacy Technician Studies: (Pharmacy Technician, Pharmacy Technology).

School of Health Information Management: (HIM, Health Statistics).

School of Public Health/Environmental Health: (Public Health Tech, CNA, CBA).

Director of Academic Planning: Ensures all programmes align with NBTE (National Board for Technical Education) and professional board standards.

04. Directorates and Support Units

Director of Clinical Services/Postings: Manages student rotations in hospitals and primary health centers.

Student Affairs Division: Led by the Dean of Student Affairs; oversees hostels, student unions, and welfare.

Works & Maintenance Unit: Oversees campus facilities, 24/7 power systems, and infrastructure.

Security Unit: Led by the Chief Security Officer (CSO) to ensure campus safety.

ICT / Management Information System (MIS): Manages the portal, online admissions, and digital learning.

05. Statutory Committees

Academic Board: Chaired by the Provost; the final authority on examinations, results, and curriculum matters.

Management Committee: Comprising principal officers to handle emergency administrative decisions.

Staff/Disciplinary Committee: Handles matters related to professional conduct.
